As for HD629.1, it outlines the test requirements for accessories used on power cables with a rated voltage from 3.6/6(7.2)kV up to 20.8/36(42)kV. This is specifically for cables with extruded insulation. Meanwhile, IEC 60502.4 provides test requirements for accessories used on power cables with extruded insulation for rated voltages from 1kV(U=1.2kV) up to 30kV(U=36kV). This pertains to cables with rated voltages from 6kV up to 30kV(U=36kV).
For surge arresters without gaps used in a.c. systems, IEC 60099 and JB/T 8952 cover metal oxide types while IEEE 386 and GB11032 pertain to those without gaps but with different specifications. JB/T 8952 specifically covers polymer-housed metal oxide surge arresters without gaps for a.c. systems.
All of the standards mentioned above involve voltage characteristics.
